[ OVERVIEW ]
The Centre for Responsible Technology (CERT) is the result of a collaboration between the Institute of Strategic & International Studies (ISIS) Malaysia and the Malaysian Communications and Multimedia Commission (MCMC). Set up as an autonomous research centre, its mission is to provide the government and key stakeholders with the knowledge and insights to shape technological development guided by the principle of responsibility. This means development that prioritises public interest, human rights, accountability and effective regulation. CERT’s intersectional research mandate focuses on the intersection of technology with four primary domains: society, sustainability, safety, and security.

Panel discussion: The need for responsible technology and governance
The cost of the “move fast and break things” mentality that characterised much of technological development in recent decades has been borne by society and the environment. The laissez-faire approach facilitating this has since been reconsidered to various extents and with even more varying results. Yet, the optimum balance between regulation and innovation, development and disruption, and government and the private sector has yet to be identified. Further, how does the fact that Malaysia is a developing country that “takes” rather than “makes” technology inform our position on the aforementioned debate. This panel unpacks these challenges and seeks to identify ways that the country can tame these risks and maximise opportunities.
